The Gallows (fan expansion for Carcassonne)

The player may elect to deploy a follower to the city instead of hanging a follower. If he wishes to do this he uses the tile as a regular tile and according to the usual rules of deployment. A deployed follower in this case must be placed on the tile but outside of the gallows area and on the city segment of the tile. This tile with gallows takes no further part in the game, and no player is able hang a follower using this tile with gallows on any subsequent turn. If there is a hanged follower in the gallows area, it is possible to deploy a follower to the city segment of the tile, as a hanged follower cannot control the city.
